Scott Link

Scott Link is Principal and President of Pax Development, LLC, where he leads the day-to-day operations of the company, overseeing acquisitions, financial structuring, entitlements, tax credit procurement, and construction management. He co-founded Pax Development in February 2021, building on his leadership role at Pax Edwards, LLC, where he served as Vice President of Development beginning in January 2018.

With experience spanning the full lifecycle of real estate development, Scott has worked across a range of asset types, including affordable housing, multifamily, and single family residential. Prior to Pax, he was Vice President at the Stavrou Companies, a Maryland based developer focused on affordable multifamily housing. There, he directed the development of over 600 apartment units, representing more than $130 million in total investment.

Scott began his career at Pulte Home Corporation, one of the nation’s largest homebuilders, where he held several key roles including Land Development Manager, Estimating Supervisor, and Contract Administrator. His early work involved developing over 200 single family and townhouse lots and managing sitework contract negotiations.

He holds a Bachelor of Science in Business Administration from Washington and Lee University and a Master of Real Estate Development (MRED) from the University of Maryland.
